Pud 1. The new House of Commons will not meet until May 18th. This buffer is in place to allow leaders of parties to form pacts and coallitions in the event of a hung parliament (the situation we now face).
2. Special preparations have already been made in Whitehall for emergency talks between parties.
3. Senior civil servants (Sir Gus O'Donnell) and the Queen's private secretary, Christopher Geidt, will advise the Queen when they think one of the leaders has amassed enough support to get legislation through.
4. The incumbent Prime Minister and his cabinet remain in power until a winner emerges and have the first chance to form a coallition government.
5. The incumbent Prime Minister can choose to hold a second general election, but convention dictates that this request would normally be turned down by the Queen. However, a request for dissolution sought be an incoming Prime Minister would normally be accepted by the Queen.
